The initiative will commission five large-scale exterior murals that will serve as a central visual feature of the community.

The mural project is part of Halo Decatur’s broader vision to create a vibrant neighborhood destination that integrates arts, retail, and residential spaces. Developed by Northwood Ravin in partnership with Oakhurst Realty Partners, the project will include live-work units, neighborhood retail, and Canvas Artist Studios, which will provide resident artists with free studio and gallery space. Five mural locations are planned throughout the development, including a signature mural on the Freeman Street parking deck as well as additional works in the courtyard, breezeways, and on a three-sided sculptural column.
The artist selection process will take place in two phases. A selection panel representing Northwood Ravin, the City of Decatur, the Decatur Arts Alliance, and a public art professional will review qualifications and shortlist artists. Finalists will then be invited to develop site-specific design concepts and participate in interviews, with community engagement incorporated into the selection process for the largest mural.
Finalists will be announced in summer 2026, with mural installations expected in fall 2026.
Artists eligible to work in the United States are encouraged to apply. Applications must include a letter of interest, artist statement, resume or CV, portfolio of completed mural projects, and professional references.

Mount Rainier Skate Park is located just behind the Imagination Theme Playground, on the corner of Wells Avenue and Otis Street, wedged between a residential area and train tracks. At approximately 6,000 square feet, it provides great space for skaters. This park is located within the Mount Rainier Historic District and Gateway Arts District, which is a haven for creativity with an array of art studios, event and performance venues, and creative spaces. In fact, the skate park is parallel to the artists’ studios located on Otis Street, where you will find larger-than-life bold and colorful murals affixed on the brick walls.
The skate park features a plaza designed for beginner and intermediate skaters; two raised plaza areas connected to steps, rails, and ramps; and picnic tables and benches.
The community creative art day Deck the Park—Public Art Bash took place in fall 2025 at Mount Rainier Skate Park; community members embarked on selecting different visuals to determine the future look and feel of the park. Thereafter, an online survey was conducted, and the results from both the in-person creative arts day and the online survey helped to inform the project goals and themes for this call for artist opportunity.
This public art opportunity is made possible by the input of community members that live or work within the Mt. Rainier Skate Park area. Overall goals for the public art project include:
- Art style should incorporate cultural and heritage components that are inspired by local traditions and diverse identities.
- Color palette vibes should signify bold and bright colors that are energetic, fun, and high contrast.
- Themes to explore should center around youth culture and skate life.
- Preferred location of the public artwork is murals on the walls.
A total budget of $70,000 is allocated for this commission, which must cover all costs, including artist fee, design, materials, fabrication, installation, insurance, and transportation.

The submission is open to all professional artists aged 18 and over. Proposals will be reviewed by an ad-hoc selection committee composed of members of the San Bruno Culture and Arts Commission. Public input with be gathered through a survey that invites community feedback based on the finalists’ proposals. The full Commission will consider the committee’s recommendation and survey results before forwarding a final recommendation to the San Bruno City Council for approval.
The Commission seeks a sculpture that is dynamic, memorable, and visually compelling. Ideal submissions will be approachable, spark curiosity and leave a lasting impression. The work should be durable, safe for public interaction, and reflective of San Bruno’s identity as a diverse, evolving community rooted in connectivity and culture. Physical dimensions include a minimum height of 6 feet and maximum height of 10 feet. The sculpture may not exceed 5 feet in width at any point.
